give instructions to the authorities in the Hong- kong Colony to permit all women and children to

remain in the country in case they choose not to

follow their husbands and fathers into the concen-

tration camp of their own free will, or unless in

individual cases perhaps particular reasons would

justify their expulsion from the Colony.

The Foreign Office will be grateful for a communication stating the result of the steps

kindly undertaken by the Embassy of the United

States of America.
